On low heat, gently warm lavender blossoms in apple cider vinegar for about 3 hours, let it sit overnight, then strain. Use it 1/2 vinegar to 1/2 warm water as a final rinse. Vinegar smell fades quickly. White vinegar does not work as well and pickling vinegar is down right NASTY!! You may wish to add a few drops of lavender essential oil for more fragrance. Keeps up to 2 years in a well sealed container.
